| Guyana’s Politicians Face off against Church Leaders on Gambling Issue The oft- heard debate over whether to legalize casino gambling is now raging in Guyana, where proponents of growth and economic development are facing off against Christian leaders. President Bharrat Jagdeo has suggested that issuing a license to build a gambling casino might be an excellent way to give a boost to Guyana’s fledgling tourist industry. The presence of a gambling casino would justify, he said, the building of a large resort hotel, which could not be sustained by the current visitor flow. In order to prevent the social ills that critics say are a natural companion to the presence of gambling casinos, President Jagdeo is considering the building of a gambling casino that would prohibit all Guyanese citizens from entering, or, alternatively, exclude all those who are not staying at the casino’s hotel. The president pointed out that there are a number of precedents set by neighboring countries for building limited- entry gambling casinos. This is the case, for example, in nearby Suriname. In the Bahamas, only hotel guests are permitted to use the gambling casinos. President Jagdeo emphasized that, even though introducing casino gambling to the country brings the risk of an increase in social ills and potential crime, it is important to develop the tourist industry. "We have a major issue in Guyana with putting up the infrastructure for tourism. We recognise that tourism is probably one of the biggest growth areas of the future. Tons and tons of our children would be employed there," he said. “I have an obligation to develop the infrastructure for tourism... and to attract more tourists because that means more jobs for our people from the taxi drivers right down to the waiters and people working in the hospitality industry." The President assured Church leaders that there would be intense consultation with the community before a bill allowing gambling casinos would be put before parliament. Pastor Marlon Hestick, a local community leader, said that he and his colleagues in the Church are opposed to the expansion of any sort of gambling casino, no matter how compelling the reason. He pointed to the US State Department's '2006 International Narcotics Control Strategy Report', which pointed to Guyana as a major safe haven for the transnational drug trade, as well as a site of frequent money laundering. Pastor Hestick said that it is ludicrous for the government the ability to police any future casino gambling sites when it has not even handled current crime problems adequately. He noted that "not one significant person has been charged and locked-up" for criminal offences related to money laundering or the narcotics trade.” Pastor Hestick said that evidence from other nations proves that claims that casino gambling will prove a magic balm to national problems are seldom realized.
